Estonia’s flag is a 7:11 horizontal tricolor with equal bands of blue, black, and white from top to bottom. The same design serves as both the national and state flag.
Specification
The Estonian Flag Act defines three horizontal bands of equal width, ordered blue, black, and white. The statute identifies it as both an ethnic national flag and the flag of the state, with an official reference image annexed to the act.

HEX #0072CE / asset screen valueHEX #000000 / RGB 0, 0, 0HEX #FFFFFF / RGB 255, 255, 255Construction notes
Divide a 7-by-11 rectangle into three equal horizontal fields. Because seven is not divisible by three, production artwork should preserve the equal-band relationship mathematically rather than rounding each band independently to whole output pixels.
Historical record
The first blue-black-white flag was consecrated in Otepää in 1884 for the Estonian Students Society. The colors developed into national colors, and the Provisional Government approved them as the state flag on 21 November 1918. The flag returned publicly during the restoration of independence and the 2005 act unified its national and state roles.

Screen colors and official construction
The display values listed in this record describe screen representations: blue HEX #0072CE, black HEX #000000 / RGB 0, 0, 0, and white HEX #FFFFFF / RGB 255, 255, 255. This screen-value qualification applies to all three colors, including black and white. These values do not establish certified textile colors or manufacturing tolerances. The existing specification attributes the three equal horizontal bands and the 7:11 hoist-to-fly ratio to Section 2 of the Estonian Flag Act.
An exact whole-unit construction example
Draw a rectangle 21 units high and 33 units wide. Divide its height into three equal horizontal bands, each 7 units high and extending across the full 33-unit width: blue at the top, black in the middle and white at the bottom. The rectangle preserves 21:33 = 7:11, and the bands preserve 7:7:7 = 1:1:1. This is a mathematical scaling of the ratio and equal-band specification already recorded here, not an additional official size requirement. Fractional band heights are avoidable at suitable scales; this example gives exact whole-unit dimensions without rounding individual bands.
